In South Africa, the national budget determines how resources are allocated across provinces, municipalities, and public programmes. These decisions directly affect service delivery, economic participation, and the ability of communities to realise their socio-economic rights.

The Indaba on Realising Socio-Economic Rights through Pro-Poor Human Rights Budgeting and the Equitable Share brings together policymakers, economists, regulators, and finance professionals to examine how South Africa’s fiscal framework can better support inclusive economic growth and accountable governance.

Hosted by the Chartered Institute for Business Accountants (CIBA) in partnership with the South African Human Rights Commission (SAHRC), the event creates a national platform for dialogue on the constitutional, fiscal, and governance dimensions of South Africa’s budgeting system.

Event breakdown

South Africa faces complex fiscal challenges.

Persistent unemployment, slow economic growth, and service delivery pressures place increasing strain on public finances.

At the same time, the Constitution establishes clear obligations for the state to progressively realise socio-economic rights.

The Indaba examines how these realities intersect and how South Africa’s fiscal framework can better support both economic participation and accountable public spending.

The discussions will explore whether existing public finance mechanisms are effectively addressing:

  • governance and accountability challenges
  • the equitable distribution of national resources.

 

The two-day programme includes:
