The CIBA Pre-Budget Policy Dialogue 2025 is a high-level discussion designed to address South Africa’s most pressing fiscal challenges ahead of the National Budget Speech on 12 March 2025. Under the theme “No More Taxes, No More Debt, Just Fix SOEs and Stop Corruption,” this dialogue will bring together policymakers, economists, business leaders, and industry experts to explore sustainable alternatives to tax increases and public debt.
The discussion will focus on structural economic reforms, State-Owned Enterprise (SOE) efficiency, and anti-corruption measures as key drivers of economic stability and growth. Panelists will unpack the role of Eskom, Transnet, and other SOEs in the economy, examining strategies for accountability, financial sustainability, and privatization options where necessary. Additionally, tax specialists will explore ways to expand the tax base and stimulate economic activity without increasing tax burdens.
Beyond debate, this dialogue aims to drive real policy impact. Insights from the event will be consolidated into a position paper, which will be submitted to the Minister of Finance ahead of the budget speech. By attending, delegates will gain actionable knowledge on fiscal policies, governance, and economic transformation while contributing to meaningful change in South Africa’s financial future.
